Their FAQ page is a very basic description of what its all about.

The hardest part is finding out WHO at google is actually working on this. Along comes their OpenSocial Blog - authors of articles include:

Amar Gandhi and Peter Chane, Group Product Managers

So there are some people out in the spotlight.

We certainly expect to have the OpenSocial platform discussed at the Social Networking Conference in Miami.
